Getting VISA Credit or Debit Cards in the Philippines

UnionBank Getting VISA credit or debit cards shouldn't be too difficult, right? In the Philippines, most people are limited to getting either one attached to bank accounts which deal in pesos, the local currency. That is, if they even have bank accounts. Trying to get either kind of card for dollar accounts is something that I have yet to attempt.

Philippine National Bank, Olongapo City and Subic Bay

I currently bank with the Philippine National Bank (PNB) in Olongapo City. PNB is one of the oldest banks in the Philippines. It was established in 1916, became the first universal bank in the Philippines in 1980 and was privatized in 1989. PNB currently has over 100 branches throughout Asia, Europe, the Middle East and North America. I'm going to provide a little information on the local branches.
