My Solution
It's actually simpler than it sounds. Force all illegal people to become legal, even if they don't want to be legal, and remove the quota system completely.
Do you think it would throw the United States into an economic chaos? At first, maybe. Let's look at some benefits it would result in. Feel free to disagree.
- A huge reduction in the federal and state budgets to fight illegal immigrants and a huge reduction in their support programs.
- A level employment playing field. No more workers would be taking jobs for amounts below the minimum wage (no more so than existing sectors).
- New businesses and new home sales to handle the increasing volume of residents.
That's just the tip of the iceberg. After the dust settled, you'd see the only remaining problem would be land. Then it would be time to annex Mexico.
